Elon Musk is under fire for reportedly restricting satellite communications in Ukraine, where Starlink connectivity is used for military operations and defence against Russian strikes. The matter has sparked condemnation from US senators and Ukrainian President Volodymyr Zelenskyy, while Musk has claimed that Starlink and Starshield follow distinct standards.
The issue has highlighted concerns about Ukraine’s reliance on satellite technology during the conflict. It has also highlighted the extent to which private firms and governments control communications technologies used in military operations.
Democrats on the US House Foreign Affairs Committee criticised the alleged limitations, claiming that limiting access while Russian missiles and drones assault Ukraine might have catastrophic consequences for civilians. The committee also questioned if Kyiv was given advance notice of the reported interruption.
Congresswoman Pramila Jayapal issued a separate appeal for answers. She cautioned that limiting access to a privately managed communications network during a foreign conflict could create a bad precedent.
Starlink Restrictions in Ukraine Draw Criticism
Zelenskyy accused Musk of limiting Ukraine’s access to Starlink during an interview with British broadcaster Piers Morgan on Piers Morgan Uncensored. He claimed the alleged outage had hampered military operations and raised concerns about Ukraine’s ability to detect incoming assaults.
Zelenskyy maintained that satellite connectivity was critical not only for offensive operations, but also for life-saving. He cautioned that continued attacks, compounded with communication problems, could result in more casualties.
Ukrainian officials have also announced attempts to restore connectivity. Mykhailo Fedorov, Ukraine’s previous military minister, stated that Starlink connectivity was being restored at speeds of up to 160 km/h. He also advocated for the abolition of speed restrictions on Starshield.
CNN said that Ukrainian forces employ Starlink for reconnaissance and interceptor drones, intelligence gathering, and other military missions. A Ukrainian military source described the operational challenges as significant, while a defence ministry source stated that the limits hampered logistics, unmanned systems, and military operations.
CNN claimed, citing two US sources, that the decision to restrict Ukrainian access to Starshield was not a high-level policy decision. Ukrainian authorities claimed they were taken off guard by limits on the government-controlled system.
Musk Explains Starlink and Starshield Differences
Musk responded to the criticism by highlighting the differences between the two satellite communication methods. He stated that SpaceX owns and operates Starlink as a commercial business, while the US government owns and manages Starshield.
Musk indicated that Starlink’s utility is limited to civilian or defensive purposes and cannot be used for offensive military action. He also stated that choices on the speed and usage restrictions for Starshield are made by the US military and, eventually, the US president.
His statement has not resolved the controversy over the reported breakdown or the implications for Ukraine’s military communications. Zelenskyy called the decision a mistake and claimed the loss of connectivity might jeopardise the country’s ability to protect against assaults.
The incident has also focused attention on India’s regulatory approach to Starlink. India’s Ministry of Communications previously denied charges that its licensing regime was discriminatory after Musk said that certain powerful commercial interests were impeding the company’s intentions in the nation.
The ministry stated that India has a fair authorisation system for telecommunications and satellite services. It also emphasised that enterprises must still comply with security measures before proceeding.
The debate over Ukraine emphasises the necessity of satellite communications in military operations, as well as the question of who controls access during a fight. The alleged limits, efforts to restore connectivity, and disagreements about culpability are still fundamental to the issue.
