Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum Approves New Initiatives to Support Family Stability

Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of Dubai, enacted Law No. (7) of 2026 establishing the Dubai Police Academy while serving as Ruler of Dubai.

The Academy is defined by legislation as a center of excellence for policing, legal, and security education, with the goal of providing highly educated professionals to police, security, and military organisations.

According to the law, the Dubai Police Academy’s mission is to deliver high-quality, innovative education, promote military discipline, accountability, and institutional principles, and support research and development. It also specifies the Academy’s scope and organisational structure.

The law requires the formation of a Board of Trustees for the Dubai Police Academy, which will be the highest authority in charge of the academy’s operations and administration. The Board is made up of a Chair, a Vice Chair, and members with backgrounds in policing, law, security, and academia, in accordance with global best practices for the governance of police education institutions.

The Board is in charge of approving the academy’s strategic plans, education, training, and research policies, academic programs, and specialist research units. It also approves degree-awarding standards, student regulations and infractions, the academy’s organisational structure, and the annual budget and final accounts.

The statute also established a “Scientific Council” chaired by the Dean and included of the Assistant Deans, heads of academic departments and training and research groups, and two members of the teaching staff or officers.

Furthermore, the statute defines the Scientific Council’s responsibilities. These include putting forward the Academy’s strategic plans and programs for teaching, training, and research. It also prepares academic curricula and degree-awarding criteria and presents them to the Academy’s Director for approval. The Council also establishes research standards, courses, and the Academy’s learning and training systems.

Furthermore, the statute specifies the academic degrees given by the Dubai Police Academy, as well as its study program and academic assessment. The Academy offers bachelor’s degrees in Law and Police Sciences, Law and Security and Criminal Sciences, and other specialisations that may be introduced. It also provides advanced diplomas in Law, Police Sciences, and Security Sciences.

In addition, the Academy grants master’s and doctoral degrees in Law, Police Sciences, and Security Sciences, among other specialisations. The Academy also awards professional certifications in professional, scientific, and technological subjects, as well as qualifying and foundation certificates.

The law defines the Dubai Police Academy’s study and examination system, as well as academic departments in each college to support teaching, research, and the Academy’s aims.

The new rule mandates the Academy’s Board of Trustees to create an incentive system to reward students and military trainees for academic, behavioural, or professional achievement, thereby encouraging discipline, performance, and loyalty.

It also requires nominated students or their guardians to agree in writing to service in the police for at least five years following graduation. Failure to do so, or withdrawal or dismissal before completing their programme, necessitates payback of all expenses and allowances, albeit the Commander-in-Chief of Dubai Police may give complete or partial exemptions.

The new Dubai Police Academy statute calls for a thorough digital transformation of all educational, training, research, and service activities. It strives to establish a digital world through the use of artificial intelligence, virtual reality, and advanced simulations, while also developing safe, integrated systems that fulfil national and international standards. This improves the Academy’s performance and sets it up for the future.

This Law replaces Law No. (11) of 2005, which established the Dubai Police Academy, and repeals any contradictory provisions in existing legislation. Existing regulations under the 2005 Law stay in effect until replaced by new ones.
