The Education Department’s Office for Civil Rights launched investigations into five medical schools on July 22: Dartmouth College’s Geisel School of Medicine, East Carolina University’s Brody School of Medicine, Saint Louis University School of Medicine, Western University of Health Sciences, and William Carey University College of Osteopathic Medicine.

According to the agency, the investigations will look at whether the schools violated Title VI of the Civil Rights Act of 1964, which forbids discrimination based on race, color, or national origin in federally funded education programs.

The government has maintained that colleges and universities must completely comply with the United States Supreme Court’s 2023 decision, which drastically limits the consideration of race in college admissions. Since that landmark judgment, federal agencies have intensified their control of higher education institutions’ admissions processes.

When the investigations were announced, the Education Department did not offer any evidence to back up the allegations. Officials also did not specify when the investigations would be concluded. Depending on the results, the cases may result in voluntary policy changes, negotiated agreements, or subsequent legal action.

The latest investigations are part of a wider federal review of diversity-related initiatives in higher education. In June, the U.S. Department of Justice also opened civil rights investigations into 15 medical schools over their admissions practices, adding to the administration’s increased scrutiny of higher education institutions.

Federal officials have also questioned admissions policies at Yale University, UCLA, and the University of California, San Diego, alleging that certain methods favored candidates based on race. The universities either denied the allegations or stated that they are investigating the government’s assertions.

Some of the medical schools involved in the most recent inquiries have already replied. East Carolina University stated that it observes both state and federal regulations and will assist with the Education Department’s examination. Dartmouth College has stated that it is certain that its admissions procedure meets all relevant legal standards.

Supporters of the probes argue that tighter government control is required to ensure equal access for all applicants, and that admissions choices should be based exclusively on legal criteria. Critics, however, worry that the expanding number of probes may cause uncertainty for institutions and make it more difficult to sustain initiatives targeted at boosting diversity in the medical profession.

Medical schools have long argued that admitting students from diverse backgrounds can improve healthcare access and patient outcomes. At the same time, schools are attempting to ensure that their admissions rules keep up with changing legal requirements.

The Education Department has not given a timetable for finishing the probes. The outcome might influence future admissions rules at medical schools around the country, as well as how universities balance diversity efforts with federal civil rights requirements.
