Following high-level meetings in Geneva with the United States and European partners, Ukrainian President Volodymyr Zelenskyy voiced cautious hope about a revised peace plan aimed at ending the conflict with Russia.
Ukraine has apparently changed the original US-backed 28-point peace proposal, removing several of Russia’s more extreme demands. The plan, which was initially received with fierce opposition in Kiev, has now been cut to 19 points.
“Our delegation returned from Geneva today, following consultations with the American and European sides. Zelenskyy stated that the list of steps required to terminate the war is now manageable. “As of now, after Geneva, there are fewer points – no longer 28 – and many of the right elements have been taken into account in this framework.”
Zelenskyy is upbeat as US-backed 28-point Ukraine peace plan trimmed to 19 points after Geneva negotiations.
The Geneva talks were chaired by US Secretary of State Marco Rubio and Zelenskyy’s chief of staff, Andriy Yermak, with European leaders pushing for additional changes.

Kyiv emphasizes work remaining
While Zelenskyy welcomed the modifications, he emphasized that reaching a complete peace accord remains a difficulty.
“Our staff has reported on the new draft of measures, and this is the appropriate approach; I will discuss the difficult areas with President Trump. Ukraine will never be an impediment to peace; this is our concept, a common ideal, and millions of Ukrainians rely on and deserve a dignified peace,” he stated.
Zelenskyy went on to say that Ukrainian officials would continue to work quickly to finalize the plan, emphasizing the importance of global support and constructive involvement from the US.
US Pressure on Ukraine During Talks
According to top officials, the US pressured Ukraine to adopt its ideas, despite Kyiv’s protests that the initial plan yielded too much to Moscow. While Washington did not outright threaten aid cuts, Ukraine realized that rejecting the plan would risk support.
Although the pressure decreased during the Geneva summit, a senior official stated that “overall pressure” to reach a deal remained considerable.
Key Changes in the Peace Plan
The amended framework addressed Kyiv’s major concerns. European leaders helped to eliminate elements that would have obliged Ukraine to cede land in Donbas, reduce its armed forces, or offer blanket amnesty for Russian war crimes. Language that prohibited NATO membership was also erased.

Germany’s Chancellor Friedrich Merz praised the revised draft as “significantly modified,” while former US President Donald Trump expressed optimism about the new path, stating that “something good may be coming.”
The White House stated that the Trump administration and Kyiv have reached an agreement on the majority of the US plan’s contents, but there is no meeting set between Trump and Zelenskyy this week.
Zelenskyy confirmed Ukraine’s commitment to peace. “We will do everything for this, and we are ready to work as soon as possible,” he stated, emphasizing the goal of a “dignified peace” that respects the country’s sovereignty and security.
