Dubai : Sunday , Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, Chairman of the Executive Council of Dubai, and Chairman of the Higher Committee for Development and Citizens Affairs in Dubai, approved a set of strategic initiatives intended to improve the quality of life for citizens and create an integrated social and development system in line with the objectives of Dubai Social Agenda 33.
Sheikh Hamdan presided over the first meeting of the Higher Committee for Development and Citizens Affairs in Dubai in 2026, where the ideas were adopted. Among them were:
The ‘Sheikha Hind bint Maktoum Family Programme’ has entered its second phase, with the goal of promoting the growth and stability of Emirati families in Dubai.
The third phase of the Community Neighbourhood Majalis Project aims to strengthen social relationships in local residential areas.
The Vibrant Dubai project sought to improve the health and fitness levels of Dubai government employees.
The ‘Barzat Dubai’ project creates community places for locals to interact and engage.

Sheikh Hamdan bin Mohammed emphasized Strategic Priorities
He emphasised that improving the quality of life for citizens and Emirati families is a strategic goal in Dubai’s growth path, emphasising the importance of the family in ensuring societal prosperity and long-term progress. He stated that investing in its stability and empowerment has a long-term influence on future generations and promotes the values that distinguish the Dubai community.
“During sunday Higher Committee meeting, we launched a package of strategic initiatives, including the second phase of the ‘Sheikha Hind bint Maktoum Family Programme,’ as part of a comprehensive effort to empower and stabilise the Emirati family.” This is based on the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, who believes that Dubai’s strength begins with the strength of its families, and that empowering families is the foundation for preparing generations capable of sustaining achievement and reinforcing Dubai’s global stature,” he said.

He said, “We also approved the Dubai Family-Friendly Strategy, which aims to create an integrated ecosystem that supports families at every stage of life, improves stability, and promotes quality of life. Furthermore, we introduced the ‘Vibrant Dubai’ project to encourage health and fitness among Dubai Government employees, as well as enlarged the Community Neighbourhood Majalis Project to improve cohesiveness and engagement among residential areas.”
He approved the formation of a subcommittee under the Higher Committee for Development and Citizenship to oversee initiatives and projects under the Sheikha Hind bint Maktoum Initiative. The second phase of the campaign involves a number of activities and projects aimed at improving Emirati family stability.
The Program for Dubai Weddings
To date, the Dubai marriages Programme has planned 1,077 marriages, accounting for 43.5% of all weddings in Dubai, a 44% increase.
The goal of the Vibrant Dubai initiative, a fitness and health program for Dubai government workers, is to improve workplace wellbeing and quality of life. Medical examinations, physical fitness evaluations, and psychological preparedness are its three main components.
Sheikh Hamdan authorised the establishment of four additional majalis in Nad Al Sheba, Al Awir, Al Warqa, and Al Barsha South as part of the Community Neighbourhood Majalis Project’s second phase. Additionally, he approved the project’s third phase, which calls for the establishment of five more majalis in Nad Al Hamar, Jumeirah, Ghadeer Al Tair, Al Twar, and Lehbab. The Dh160 million project is expected to start in the second quarter of 2026 and be finished in the third quarter of 2027.
In addition, he sanctioned the opening of Thukher Club’s second branch in the Quranic Park in Al Khawaneej, following the success of the first branch at Al Safa Park.
Meanwhile, the recently announced ‘Barzat Dubai’ project proposes a revolutionary concept for neighbourhood councils within residential communities to improve social cohesion and communication among residents. The Community Development Authority and Dubai Municipality have been charged with carrying out the initiative in collaboration with relevant authorities and exploring its spread throughout the emirate.
