Pankaj Chaudhary, Minister of State for Finance, provided this information in a written reply to the Lok Sabha. The MPs had posed various questions about the 8th Pay Commission’s implementation date, Terms of Reference (ToR), budgetary cash allocation, and the government’s willingness to address employee and pensioner issues.The minister reiterated that the 8th Pay Commission will provide recommendations within 18 months of its inception, with the government deciding when to adopt them.

Recently, speculation on social media and among employee organizations circulated that the new Pay Commission will be adopted by the beginning of 2026, but the administration put an end to these rumors. According to the minister, the Commission may take up to 18 months from the notification date (November 3, 2025) to produce its report, following which a final decision would be made.

What exactly were the questions?

N.K. Premachandran, Thanga Tamilselvan, and Dharmendra Yadav, members of the Lok Sabha, asked the government several key issues. These included the timing of implementation for the 8th Pay Commission, the status of the Terms of Reference (ToR), funding for it in the 2026-27 budget, and the government’s response to employee and pensioner complaints. The Commission was also asked if it consulted with workers unions, pensioner groups, and state governments before delivering its final recommendations. To all of these questions, the administration responded that the Commission has been formed and that its work is ongoing.

According to the government, the 8th Pay Commission Terms of Reference were notified on November 3, 2025. According to the minister, the Commission’s proposals will directly assist 50.14 lakh central government employees and about 69 lakh retirees in the country. The government also declared that the central government will allocate necessary finances to carry out the 8th CPC’s approved proposals. Furthermore, the Commission will develop its own process and methodology for generating recommendations, implying that it would provide a comprehensive plan for salary, allowance, and pension reforms.
