The Politburo has chosen to appoint Quan Minh Cuong to the Party Committee and Standing Board of the northern province of Quang Ninh, as well as the position of Provincial Party Committee Secretary.
Before transferring Cuong to Quang Ninh, the Politburo divested him of his positions as a member of the Party Committee and Standing Board of the northern province of Cao Bang, as well as Secretary of the provincial Party Committee, in Decision No. 2568-QDNS/TW dated November 28, 2025.

The Party Committee of the northern province of Quang Ninh held a conference on December 3 to announce the Politburo’s personnel decision. Le Minh Hung, a Politburo member, Secretary of the Party Central Committee, and Chairman of the Party Central Committee’s Organisation Commission, attended the ceremony.
Speaking at the event, Hung asked Cuong to collaborate closely with members of the Quang Ninh Party Committee and Standing Board in order to guide Quang Ninh in meeting and exceeding the remaining goals set by the 13th National Party Congress; finish this year’s socioeconomic development tasks as a foundation for realizing the 2021–2025 five-year plan; and successfully carry out the Party Central Committee, Politburo, and Secretariat’s orientations in the new era.
He also urged the province to undertake complete preparations for the elections of the 16th National Assembly and People’s Councils at all levels for the 2026–2031 mandate, and to continue upgrading the political system’s organisational infrastructure.
In his remarks, Cuong committed to develop a working spirit defined by transparency, responsibility and decisiveness, which is straightforward in debate, resolute in implementation and accountable when results fall short.
Born in 1969 in Hung Yen province, Cuong formerly held roles in the Ministry of Public Security, as Vice Chairman of the Party Central Committee’s Organisation Commission, and as Deputy Secretary of the provincial Party Committee of Dong Nai province.
